In an ever-changing employment landscape, an independent review has confirmed that HERA and FEDRA job evaluation schemes remain trusted, robust and fit for purpose across higher and further education.
Drawing on feedback from leaders and users in 48 ECC member organisations, key findings in the 2026 review, undertaken by independent sector consultant Philip Henry, include:
HERA and FEDRA are widely used and well established.
The schemes are seen as fair, consistent and transparent.
The review finds that the schemes demonstrate a “strong commitment to equality and fairness” and “align with best practices for equality-proofed language and processes”.
There is strong support for the quality of training and accompanying guidance materials provided (87%).
To date, HERA and FEDRA have supported more than 500,000 roles across the UK, and the review confirms they continue to provide a solid foundation for equitable and defensible pay structures.
Nicholas Johnston commented on the findings: “What this review shows is clear. HERA and FEDRA are still working well. They remain relevant, effective and well suited to the needs of the sector in 2026.
“The review also gave us valuable insight into where we can continue to strengthen and future-proof the schemes, through enhancements to guidance, training and the use of technology. Having supported more than 160 organisations over many years, and with no Employment Tribunal findings of unfairness, HERA and FEDRA have built a strong track record of fairness and consistency, and they have a strong future ahead.”
